All of the above is correct. When I think of insurance binders, I think of calling a car insurance company and them advising you have coverage effective immediately since you paid over the phone. It can be immediately, orally, it's in place until you receive the paperwork.
I agree that all the statements are correct. The issue is that the question specifically asked why are binders used. Only one answer satified the question "why".
I just figure its Redneck learning and cheap. I guarantee you will get this question right on the test.

I am well into the course and the wording is not any better. Many awkward run-on sentences that don't read well. The quiz questions are poorly written and the answers are not always composed to actually answer the question as it was asked. (Much like the example) The lesson questions often times contain words that do not belong in the sentence or at the very least, do not make sense. "is" instead of "an" for example. I just chalk it up to poor proof reading by the exam writer. At this point I am just hoping that this course is adequate training for the state exam. While this particular course would suggest (by the numbers) the better first time pass rate. The first time pass rate numbers are not good at all!!
I think I would feel better about taking the test if I had some supplemental study material.
"why" usually is answered with some "because". So if you replace "insurance binders" with the word "because"( in the sentences that do not make sense to you), then you get your answer.
For example:
because they can be oral or in writing
because they may be place into effect or bound prior....
